'No fingers' is one of the builders building the Tower of Life. During the quest you have to pickpocket him for Builder's boots.
Players with level 1 Thieving can pickpocket him to get a Triangle sandwich and 8 thieving experience.
He says his fingers were chopped off, but have since been replaced with magic wood. This justifies his nickname, as well as his examine info.
