The Herald of Varrock is located on the small plaza north of the Varrock east bank. He can give you a Herald cape with the Varrock crest and helps you customize the design of the cape. You can return any time to change your desired design. It is also possible to change your heraldic cape from another city to the Varrock one at him (be aware, that all previous customizations are lost). Some design features have to be unlocked first by completing some quests and tasks (see the Herald cape page for more details).
He randomly shouts "Varrock, the shining city of honour!", "Pah, my cape is getting dusty.", "The grandest nobles wear a Varrock herald cape!" and "Welcome to Varrock, where the roads are paved with your gold!"
