The Locker Officer is part of the Rocking Out quest. He guards the locker room in the Rock Island Prison.
After obtaining the file for Wanda the Fish, players will need to talk to him to obtain Wanda's personal effects, Wanda's brooch. The brooch is requested by Cap'n Izzy No-Beard in order for him to give his mark.
