The Pet shop owner lives in the Yanille Petshop, and previously walked her bulldog through Yanille every few minutes. She is mainly used for pets in the Summoning skill.
You can sell this pet shop owner any spirit shards you have, and for full price, 25gp. This was most likely done to make spirit shards less of a junk item if you bought too many.
