Jarvald is the sailor who sails players between Rellekka and Waterbirth Island. If the player has not completed The Fremennik Trials quest, they must pay 1000 coins for a trip. However, if the player has completed the quest, he or she may sail for free.
He is located on the western most dock in Rellekka.
