The Local mage replaces Lucien after the quest While Guthix Sleeps. He can be found in the small house east of Edgeville near the fairy ring where Lucien used to be. He is accompanied by a Local Thug.
Strangely, he has an attack option but cannot be attacked.
He looks almost identical to a Shady stranger. He wields a normal staff and apparently practices the art of magic.
