King Roald II
King Roald Remanis II was the former king of Misthalin. King Roald II ruled around the years 120-150 of the Fifth Age, and was the present king's father. It was he who made the proclamation stating that whoever returned the Shield of Arrav would receive 1200 coins (then a large amount), as it was in his time that the shield was stolen.
The statue outside of Lumbridge Castle is leaning little forward but the queen next to him is not. This might suggest that King Roald II had a bad back.
After the adventurer (the player) returns the Shield of Arrav, you then receive 1200 coins and other tokens of appreciation, and thus, granting the lost request of the King Roald Remanis II.
