The Head registrar, also known by his real name Khalil, is the manager of the duelling tournaments held in the Al Kharid Duel Arena. Khalil was hired shortly after the area was excavated by the Varrock Museum, and will now explain how duel tournaments work and prevent players from entering the tournament lobby on inapplicable servers.
